There are those who think it's inspired by Belfast in Northern Ireland and the conflict that raged there. Then there are those who think it's inspired by the famine and poverty in Africa that Bono encountered when he travelled there with his wife, Ali.

There does not seen to be any clear interpretation of the words but it seems to basically be based on suffering of people, no matter where they're from.

It's about Africa... or rather Ethiopia. In 1986 Bono and his wife Ali traveled to Ethiopia to get a first hand look at the famine in Africa. The line "We're still building and buring down love" is a remark to how Live Aid raised millions of dollars for Ethiopia but because they owed more than that to the U.S. in debt, the money raised was never used to help the problem. Later on, Bono would campaign effortlessly to drop the debt of many third world nations.

I always thought it was about escaping to America. The Streets Have No Name, refering to the 1st Street and 42nd Street and so forth.
