you should mark the spot you wish to cut, and lay a straight rule or other straight edge on the line or spot to be cut.
Place the glass cutter at the top, along the straight-edge, and draw the cutter straight down, making one single score on the glass. Then, with the sheet of glass still on the flat surface, get two nails or other small objects and slide each under the edge of the glass, lenghtwise, with the cut directly over the nails. In other words, the cut line should be slightly raised off the surface by the nails resting at both ends of the cut line, directly underneath the cut line. Using your hands, simultaneously press down on both ends of the glass, and it show break cleanly along the scored line.

Good luck

I use to be a glazer (glass cutter/installer), so this is easy.
Hold cutter securely. Oil cutter wheel, dip in a spray can cap that you've sprayed some WD-40 into. LIGHTLY score the glass (if you score too hard/deeply [if you see little splinters of glass jumping from the cut], you'll overheat the cut, and not get a good break).
If it's a small piece of glass, lift up and place end of cutter (opposite cutter wheel) under end of cut (about 2" of handle). Push down on each side of cut smartly (better the further away from the cut on each side for leverage).
If it's a large piece of glass, after scoring, drag to the edge of the table so cut is even with edge of table. Lift end overhanging table, and bring down quickly.

Put the glass on a flat surface. Hold a ruler against the glass where you want to cut it. Hold the glass cutter firmly in one hand, with your other hand holding the ruler. Draw the cutter wheel along the ruler, with the wheel just etching a line on the glass. When the line has been scribed, gently tap the glass underneath the line (on the opposite side of the glass) with the handle of the cutting tool, and the glass will break along the line neatly. It's best to try this a couple of times on a scrap piece of glass for practice and confidence.

Use a st right edge and holding the cutter vertically score the glass pushing the cutter away from you ..press hard and only made one deep mark. You might then tap along the cut with the cutter from the underside and you will see little fractures form across the cut ...when you have done the length on the cut the waste glass should break away.

The metallic of the wheel is amazingly, very stressful steel - greater good than the glass, so it may score it or scratch it. That tiny little scratch weakens the glass at that element via over 50%, i'm advised, so it has a tendency to interrupt there. It would not consistently destroy there, for sure, yet lots of the time it is going to in case you get a good score-line. The notches are there to grip the glass in case you elect to interrupt off a narrow piece. Stick the sting of the glass into the notch, and use the glass cutter as a lever to interrupt off the skinny strip - with a bit of luck, any way.

If you are cutting old glass make sure the side you use the cutter on is perfectly clean, slight imperfection can cause the glass to break erratically.

Those are all good answers. However if you are still a bit iffy about doing it, just take the glass somewhere where they do custom framing, and have them score it for you, they should have a wall cutter that makes the job that much more exact, and if they are nice, they won't charge you a cent for it.
