The effect is dependent on the shape of the glass not the color, and the term obscure is obscure at best. What is the effect of looking through green sunglasses, the world looks greener. If the glass is a milky green then everything becomes obscured.

Green glass would obscure part of the image blocking all photons except what we perceive as green. Changing the position or size of an object would depend on whether the glass provided magnification. Looking through a green bottle likely would change the image.

Object will come forward slightly (for change of light medium i.e glass and air) and get obscure.

I think they just look green if it's regular pane glass. The color doesn't magnify or otherwise distort the images.
