The successful candidate is always the first to know. The employer will offer them the job first then if they turn it down, the employer can always go and offer it to their second choice because they haven't turned them down yet.

In normal circumstances the successful candidate would be contacted first, if for any reason that candidate was unable to accept the position the employer would then have the option to offer it to the next suitable candidate. In some cases they would only phone the successful candidate and send letters out to the other candidate.
You could always phone the employer and say you are also in a position to be offered another job but that this one would be your first choice, you would then find out wether you were unsuccessful.

Here's a "Depends" and it "Varies" answer.
My experience has been as follows.
If it was an internal job posting, the process was to always inform the individuals NOT getting the position - that the position would be offered to someone else. I would also give them feedback to encourage them for other opportunities.
If it was an external job posting (meaning - person did not yet work for the company), I would always offer the position to the number one candidate first. Then, if/when they accepted, the other candidates would be notified.
One thing to let you know...Human Resource departments are NOTORIOUS for taking FOREVER to process the paperwork. Most companies I have worked for - there has to be a ton of paperwork generated in order for ANY offer to be made. So maybe that's the delay?
What timeframe did they give you? If that period of time has passed, you should feel free to give them a call and ask on the status.

First definitely. Can't affors to lose the best so contact them first. If they turn it down then go to the next on the list. If you have already notified people who haven't got the job, then you can't really approach them later and offer it to them because your first choice has turned you down.

All companies do it differently - there are no rules. If you have heard nothing by tomorrow, you can then ring them and ask if you should have heard by now - but don't push it today, it won't help.
