Would this be referred to as "emotional immaturity", or perhaps "emotional underdevelopment"?

oh yes, it is possible. My mother (60's)amongst other issues is, I am guessing, about 17... my aunt (60's)(not maternal) who also has a whole list of issues is probably about 17 or 18 in some areas, in others she is about 5-7, and my brother who also has a whole slew of issues varies. Social/Emotional Skills- I would say he is an early adolescent, at best. I am sure he is a high functioning Asperger's. He still has magical thinking or is a compusive liar, maybe both. He is only in his late 30's though.

I have heard this called "arrested emotional development" and "emotional immaturity"

Yes to me. Everything is possible in emotion. But I am just tired of these categorizing of stuff. Anyway, if you are emotionally underdeveloped, I think it means slow developing of maturity while emotional immaturaty is a term to say that you are just short of maturity of emotions at your age, I think. Either way, these people just need more love, man!!

It couldn't be referred to anything negative ,,,, This isn't an affliction ,,,, It's proof that there are still people out there that can l enjoy life in this high dollar menagerie we've created for ourselves ,,,, I'm in my sixties but my mind is still young ,,,, The only problem I have is that this body of mine it going to pot ,,,, I can't understand it lol ,,,,,, You got a star for this question ,,,,

My brother is stuck at 13, and he's 57!

i am not a psychologist but i think it has to do with some sort of personality disorder or disturbances where someone looses his control over his emotions....sometimes it is called "midlife crisis"...but usually it is transient condition....I guess
