You can make an application to the Registrar of Co-opetative Societies at parliament street delhi office if you happen to be in delhi or to the concerned Registrar of Co-operative societies having jurisdiction or to the SDM or city magistrate of your area if you are out of delhi.

See a lawyer, do you have a member who is a lawyer who is also is a member of the society?

To save cost they should just cirulate few coyies with signature sheet attached, if a person does not have time then that person can just pass it on without signing that way, it comes back to that person again. No one should be keeping it more then few minute if they want their own copy then they should sing up and pay for it in advace so copies can be ordered and paid for.
