You need to have a doctor look at it, you may have incomplete separation of the foreskin. It needs treatment;

Some guys can't retract until very late in their teens. You may need to get some hormone cream from a doctor to loosen the skin or a few relaxing incisions. You do NOT need circumcision! If any doctor says you do, ask for a second opinion. It's a quick and easy solution for the doctor, but then you are stuck for the rest of your life with no foreskin. Believe me, you don't want that.

You can try stretching the skin very gently with your fingers. It's usually easy to do in a warm bath, or else use some baby oil or lotion. Just hook your fingers on two sides of the skin and pull until it just starts to hurt - no more - hold a few seconds, relax, and then repeat. If you do this as often as you can for a couple of weeks, the skin will probably start to loosen. If not, do ask the doctor for some cream to help. Good luck - and don't let anybody chop off your skin!

Perhaps your foreskin was not pulled back at birth by the doctor.

get some lube or lotion and slowly work the foreskin back and forth to loosen it up. when it becomes sore stop and resume the next day or two

I don't your problem is with your foreskin, try to remove your foreskin by surgery,it is called circumcision, you'll have a better and longer sexual experience.

my guess your age between teen to 20 years old. if so, that normal, if you are 24 and above, pls see a doctor for advise

see a doctor...this could present a problem with cleanliness and therefore health and could also be painful during sex....it can most likely be fixed...good luck

Circumscision is best and permanent solution. I know some "organ" right activist would not like my answer. Don't listen to antisemitics
