One could talk about literacy rate or percentage, and, educational facilities available, with reference to a nation, esp. in comparison to other nations, or, the rest of the world, or again, with ref. to some threshold established. But maturity and immaturity judgement may be very subjective, biassed! Generally, most of the nations are, by and large, okay, thanks to standards of overall communications and global efforts!

Anyone who is least educated, there isn't really a least educated nation of the world...unless you want to be racist or red-neck... I believe you're immature for asking such a question...
