what is art? should alien archeologist dig up the traces of 21st century human civilization 1000 years from now, what would they call 'human art?' washing machines & toasters? bronze sculptures or garden tools? does art exist without social context? without some type of hermeneutic to interpret it and impose meaning upon it?

Gosh, seems I had to write a paper on what is art or what is the meaning of art, that was 35 years ago. Maybe I can drop one or two pieces to this difficult question, I certainly won't be able to give you a complete answer.
It is extremely important to me that the person who is creating art have full and complete mastery of his or her medium before much "Art" will be created. If your a painter, you darn better be able to know your way around the pallet and be a skilled crafts person with your brushes. This does not imply how you use those skills to create you visual expressions.
Art is in the eye of the beholder but the recognition of a high level of skill with the medium you choose to create your work is crucial to those looking at what you have made. I will leave my contribution to this question at that, others will help fill in the blanks.

Art is showing the beauty out of everything--even the ugliest thing. It is a way of showing people what makes something special.

The Meaning of Art

The imagination is our most mysterious aspect. It connects our conscious with our subconscious. It allows us to explore our inner self and fill that urge to understand our ever changing body, mind and universe. It is the most important part of every one of us.

Art is simple; beautifying something, creating something admirable out of plainness, regardless of medium, shade or style.
