Just take a step back and think about it for a while..
You have two towns.. Town "A" will spend all its money on weapons and nothing on homeless people.. town "B" will spend nothing on weapons but everything on Homeless people..
now imagine you are homeless... which town will you go to?
and where will all your homeless friends go to?
now think a bit more.. which town will have a problem with homeless people Town "A" or Town "B"
Throwing money at the problem won't make it go away

Simple. Because the government spending our money isn't going to solve the poverty/homelessness issue. The government is the least qualified to solve those problems. Poverty can usually be traced back to the decisions of the individuals in those circumstances.

You might think that the function of Government is to solve problems. However it is not. The government is not the solution, the Government is the problem. The thing government does best -in fact the only thing government can do - is mis-allocate resources. The free market is set up to solve every problem that people want solved.

Generally speaking:
The poor receives dole-outs when they're suppose to be taught how to work. They must be taught how to fish and not just hand them the fish. Of course, the government must provide the tools for fishing like job opportunities.
Sometimes when they're given work, they dont value it and thus, end up losing the job. Some have a close state of mind: Like when you're helping this guy and he doesnt want to help himself. Or, he keeps on thinking "I'll always be poor."
The poor must be taught how to rely on himself and not just wait for governments to just drop bread on his plate. He must think of ways, innovate, or invent, or whatever, to raise his standard of life through decent means like self education, or read books, or learn a trade or a skill. In this world of get-rich-quick schemes, hard work still pays. And that should be instilled in their minds, heart and souls.
As for the government, they should strive to keep the peace and order, stabilize the economy so that commodity prices dont hike up, etc., etc., to help alleviate this people from poverty.

Ok, lets see we have millions of illegals that come here to work and find job yet we have Americans that are homeless? You think maybe that it may have more to do with the person homeless than it does with the economy.

For the same reason that Britain can't look after it's own people - yet Greedy Taxgrabber Brown can give millions of our taxes to any country he fancies, to make him look good whilst poncing around the world furthering his own dubious ambitions.
(His spare time job is robbing The National Lottery.)

Poverty is a fact of life. There will always be people at the bottom of the economic ladder, and we will always call them poor because they're poorer than us.
The standard of living for poor people has come a long way, though. Think of what it must have been like for leper colonies, isolated from public places, out of reach of charity, restricted from food supplies due to quarantine, and clothing became the bottom priority below food?
