Plasterboard built on to a frame. Put solid blocks of polystyrene between that and the adjoining wall. (it will also act to insulate heat as well). Apparently floor to ceiling shelves covered with books has the same effect.

use soundbloc plasterboard (the blue one) and fill the wall cavity with an isulating material like fibre glass
