Try Figleaves, I just checked and they start at a 28" back measurement and do up to a D cup in small back sizes.

I'm a 30DD and have an extremely hard time finding bras in my size that are affordable. I.E...something under $50. So lately I've told myself, "I'm just going to shut the hell up and buy 32D instead", as this is my upper sister-size. Yours would be a 32B or 32NC (If a 31C fits you) if you did go up a band size. 31 and any other odd size are usually not sold as bras are only made in even band sizes.
http://barenecessities.com is a great site and has a lot of different sizes, begining with 30AA and I believe going all the way up to a 52J. They usually have a lot of sales and they carry just about every brand.
Ebay is one of my other resources, you shouldn't have to hard of a time finding a 30C on that...wait till you get to my size.
To Jo above...a 30D is the same as a 32C, not a 32D. When the band size needs to be increased, the cup size goes down by one cup size, one letter. And the opposite would be the band size needing to be decreased so the cup size would increase one size, one letter.
Victorias Secret does not even carry a 30 anything, so don't even bother looking there. They do however carry 32C in a bunch of different styles, so if you really like their garbage and can fit into a 32C well enough and it's in your budget, shop there. Most stores overseas, more especially in the UK carry these types of sizes where the band size is small but the cups are larger. And it's in a lot of different brands. Even the 32D's that I order on Ebay, always, always come from the UK, because the US caters more to the women that have a larger band size and smaller-larger cups since a good 75% of the US population is overweight. Thin people with meat get excluded.

Well the best thing for you to do is to get your bra custom made that suits me good thst way it could fit just right. Because they have to measure your body.once you try it you'll like it.
