People can suggest all day long, but whatever names you like you much match them with the middle and last name . Say them out loud numerous times. You will say their names for a lifetime. Look at their initials, make sure they do not spell something ridiculous.
Tanner is a little tough for a nickname. Maybe Tanner could be the middle name. Taylor Blank Smith and Blank Tanner Smith. (ex)
They will always be a pair, but slightly dissimilar names would be good for their life.

Lilly and Rose are good names. Both flowers but don't rhyme or start with the same letter. Of course names like Hope, Grace, Charity & Faith have similar themes in the same way.
You can go to a baby name website and put in what you would like the names to mean and see if you can the girls names be connected in that way.
I kind of think Tanner is a more "masculine" sounding name for a little girl.

Taylor is a good name, but I am not a fan of Tanner for a girl. I see it as more of a boys name. If I were you I wouldn't pick sing songy rhyming names of even names that start with the same letter. These girls are going to have to share a lot in their lives, why not give them a uniqueness in their own individuality with different types of names. My suggestions are:
Taylor Nichole
Audrey Marie
Jaylynn Elise
Kieren Elizabeth
Kyrsten Francine
..... But I am into different names then most.

The only T name I like is Tabitha, but I don't think you should limit yourself to T names, just because they are twins they are still individual people with their own identity and personality. There are so many really cute girls names out there, have another look and come up with something you both love.

Kristina and Melissa. Here's why: They can be Krissy and Missy when they're little. When it's not so "cute" to have "matching names" anymore, they have options. They can use their full names; Kristina shortens to Kris, Krista, Kristy, Tina, etc. Melissa shortens to Mel, Lissa, Lisa, Melba, etc.
Don't name your daughter Tanner. It's a boy name.

There is a few names that go with Taylor, like Talisha, Tanisha Tahlia. I like all three of them and I also think spelling Taylor this way is a bit boyish I have a friend that spells it Taylah.
