From the info you have given, I see no obvious reason for a c-section, but there are other reasons a section is done that you have not addressed here. 9.5 cm is actually very small for a fetal head that is full term. Sometimes a doctor determines (speculates) a disproportion between fetal head and pelvis with exam or ultrasound. Sometimes a section is done simply because a woman has given birth by c-section previously, or sometimes it is done if a woman has an active herpes infection or is HIV positive. There are other reasons also. The doctor should explain exactly which pieces of a woman's particular situation warrants a c-section.

Just my opinion but I would have a talk with my doctor and find out just exactly why she feels you need a cesarean section. I am sure that she must have good reasons that you are not aware of. You should be though, she needs to talk to you.
Doctors should not be ordering major surgery without making very sure that their patients understand the need for it.
Having said that, all 4 of my babies were delivered by cesarean and I thank the good Lord for it.
I got to have my husband there with me, the only pain I had was minimal from the epidural and a small, managable amount afterwards.
I got to watch my babies being born.
I got to nurse and hold my babies in the delivery room.
All in all it was wonderful. All I missed were the contractions.
I took C-section classes which were invaluable. If a cesarean is a sure thing find out if you have time to do so also, they really helped and I am sure were a big part of why I had such a great experience.
Having a Cesarean section is NOT the end of the world. For some babies and mothers it is the only way that they can be delivered safely.

Cephalic means head so it is a head presentation which is normal, the baby is healthy, no cord wrapped around the throat, Mother is healthy, there is enough amniotic fluid, the head is not to big to pass through the hip separation, no, doesn't sound like a C-section is needed to me. When I worked in maternity for a few weeks this is exactly (or close to it) the type of presentation we wanted to aide the mother to give birth.

Get a second opinion from another doctor. Some doctors are C-section happy.

I would get a second opinion.nothing in that list sounds liek cesarian material. Have you asked your doctor why he wants to perform a ceasar??
