Yes, if I feel down in the dumps, I put on make up and do my hair real nice and I feel a whole lot more confident. I guess I'm vain.

I think it's more accurate if you say a girl's self confidence is proportional to HER OWN PERCEPTION of her outward appearance.

Definitely. No one wants to hear someone complain a lot about themselves. Confidence often means fun and free. If a girl is not confident in her appearance, it is definitely noticeable, and is a turn off for peers.
