Like he would turn it on for not more than 30 minutes and then turn it off and then turn it on again for a while and then off again and so forth??!?!? He is like my neighbour downstairs! Why is he doing that???

So, someone on crystal meth would do such a thing like that??? Is he messing or playing around with me or what?? Actually, he only turned it on for like 10 minutes and turn it off and turn it back on again and so forth..

Well, he is the maintenance person for the building and I don't think the landlord would do that. It doesn't seem like a reasonable thing for the landlord to do.

I think he is like following me around or something because I was turning it on and off before and so maybe he follows me or something but I don't know why he is doing that.

If you live in an apartment, and it sound like you do, it could be that he can't get the right temperature. I live in a small duplex, and when the heat is on, the whole place heats up too fast and is uncomfortable. My solution is to just always leave the thermostat at 65 Fahrenheit and I do the bundling up to keep warm. WHen I lived in apartments, that was always a source of contention for me... turn the heat up, get too hot, then turn the heat off, then be too cold and turn the heat up... Perhaps this is the case with your upstairs neighbor.

Report him to your landlord. Maybe you can get the landlord to put a lock on the thermastat so that that person can't touch it.

It could be poor insulation or obsessive compulsive disorder, but I am pretty sure he is not just screwing with your head.

He could be a schizophrenic or something like that. Or he could be ocd.

Maybe its because he is really cold but he is also unemployed.
