Boobs are mainly made of fat.
So go running so you'll lose all the fat (Running helps you lose weight all over your body, not just the boobs)
And to target the extra boobage, do push-ups and/or incline presses to tighten the pectorals.

It is a disease check out www.gynecomastia.org 1/3 males suffer from this. Surgery is the best way and it is not a lift. It is like lipo on the chest. Hope this helps

I too have saggy *****-****. I am trying to exercise and cut out fat. I also believe there are chemicals in lager that increase oestrogen levels. Lay off the booze, eat well, exercise and try hard, Boobzilla.
