That sounds so familiar. Your PC is infected & you need to clean it up. Don't just download any virus scan package from the internet because some of them are not what they tell you & you'll end up worse than you started plus popups. You can go for defragmention just like the other guy suggested but the most effective solution is to reinstall the Operating system. Be aware though that you will be loosing all the saved data & programs you currently have stored on the PC. Once you have done that, get a security system(virus scans, spyware & firewall). Internet providers usually offer them to their customers for free. I have a security system that runs on my PC & everytime some suspicious program tries to run I get notified & now am at peace..my PC works smoothly & nothing gets downloaded without my knowledge, I guess. If you use the Internet you must have a security system

FIrst things first, ALL computers can be shutoff by holding the Power button in for 5-10 seconds. You should always do this instead of switching off your UPS.
There are a few things that could be causing your system to hang like that. As a first step, I always recommend getting at least two good adware/spyware cleaning softwares and doing a full scan with each. Also be sure to switch your browser from IE to Firefox by visiting www.getfirefox.com.
If the problems persist, I recommend a full reinstall of Windows XP. During the install process, be sure to fully format the drive before reinstalling.
If the system is still hanging at this point, you know that the problem is hardware related.
Also, the beeps you hear are called POST Beep Codes and actually have a meaning. If you can remember exactly how the beeps sound, you can look up IBM POST codes and find out what they mean.
Good luck

1. you should have an effective antivirus. you can either purchase or download a free version.(try dis one: http://www.download.com/AVG-Anti-Virus-Free-Edition/3000-2239_4-10320142.html)
2-4. I think dis problems are connected to each other. try getting the ups out of the whole system, just use an avr in replace for ur ups. but if you really need a ups. just charge it up for a while until it is full..

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
