Check the US Constitution! War must be declared with the approval of Congress. By the way, the Viet Nam war was never approved and is not considered a war. We lost 55000 troops there. If that is not a war then we do not know what war is!

**** war: war should always be the last resort and it should never even go to war even if your forced to.
