will the 1390 Wireless Card in my laptop work with the Linksys Wireless-B Access Point?

It should. The 802.11g (otherwise known as "Wireless-G") standard, which is used by the Dell 1390 mini-PCI wireless networking card, is 100% backward compatible with the older 802.11b ("Wireless-B") standard, albeit at the slower speed of Wireless-B.
