The Govt is more concerned about the procedure rather than the activity. For filing a paper which is destroyed at receipt stage in private organisations, it has to under go lot of levels seeking approval. The procedure of checks and delays also make the Government employee tiresome. This may be evident from various reports for the same event. While there is no reward for doing some good things, there is punishment for doing things wrongly unintentionally which prompts Govt Servant to be more cautious which is viewed as negative attitude.

Here's what I (think I) know:

Our bureaucracy is built on a civil service, wherein a person takes a test (or has someone take it for them), and once they're in, they're pretty well in. As in, they pretty much have to get convicted of a felony to get fired (sort of like teachers).

Here's how I believe we can fix it:

For starters, retail workers in any capacity have a lot to do. If we hire more government workers, it'll cost more money, but more people can more readily shoulder the burden. Having more jobs in the community is just icing. And like any job, those who do poorly should be disciplined or even fired, without any sort of union or other bs that usually just keeps the lazy and indifferent people employed.

Tardiness can be punished, either with decreased pay, loss of benefits (if a certain number of weekly hours are not met), fear of job loss, etc.

Timely action on files... we can put government officials that deal directly with people on some sort of commission basis, like salespeople are. They work slowly, they make less money. That should add some speed.

Accountability and responsibility are just things recruiters will have to screen and test for... but the ability to let go of troublesome 'morale-busters' (the lazy, indifferent types) should help a little.

As for quality, ditto. I don't much like Dubya, but his idea to run the government "like a business" just might work. If we applied that to civic affairs and not just conquering oil countries...

Hold those officials who hired them just as accountable. For instance if it's a congressional staff worker and you wish to file a complaint against one then you can email your congressman/woman and request a returned response as to how they will respond to your complaint. Always send correspondences because anything oral over the phone doesn't hold as much weight. Always have a paper trail documenting your displeasure. Always go to the top, not the middle man. Middle men will want to protect themselves and their positions.

By not offering any kind of incentives to speed up the work. We should have patience to get the work done even after the year or years. By offering something to the govt. servants we are giving temptations to them to do the job only after accepting some gratitudes.

We have to discuss this within the four walls of our own homes with close relatives who are govt. officials! Indoctrination has to start at home levels! And then, in schools at various level;s we have to excite the thought in young minds, on this, for the sake of an efficient future! Senior govt officers have to do a lot to improve matters in their own dept.'s, too!

government is way way too big.

fire 99% of them immediately. make that 100%.

we don't need a federal level of government any longer.
