In South Africa the concept of a capital is difficult to define because the functions of government are divided among three cities. So you could say it doesn't have one capital, but rather has three.

Pretoria (administrative)
Cape Town (legislative)
Bloemfontein (judiciary)

Pretoria is a city located in the northern part of Gauteng Province, South Africa. It is one of the country's three capital cities, serving as the executive (administrative) and official de facto capital; the other two being Cape Town and Bloemfontein, respectively the legislative and judicial capitals.

Bloemfontein (IPA: [ˈblʏmfɑnˌte(ɪ)n], Afrikaans and Dutch for "fountain of Bloem (bloom)" or "flower fountain" is one of South Africa's three capital cities, along with Pretoria and Cape Town. Bloemfontein serves as the judicial capital, as well as the capital of the Free State province. The city's Sesotho name is Mangaung, meaning "the place where cheetahs dwell". Bloemfontein is popularly and poetically known as "the city of roses", owing to the abundance of these flowers and the annual rose festival held there. Although Bloemfontein has a reputation for its flowers in an otherwise arid region, the city's name is alleged by some to refer to Jan Bloem (1775-1858), a Korana Griqua leader whose people inhabited (and still inhabit) parts of the Free State and Northern Cape. Cape Town (Afrikaans: Kaapstad /ˈkɑːpstɑt/; Xhosa: iKapa) is the third most populous city in South Africa, forming part of the metropolitan municipality of the City of Cape Town. It is the provincial capital of the Western Cape, as well as the legislative capital of South Africa, where the National Parliament and many government offices are located. Cape Town is famous for its harbour as well as its natural setting in the Cape floral kingdom, including such well-known landmarks as Table Mountain and Cape Point. Often regarded as one of the world's most beautiful cities because of its geography, Cape Town is the most popular South African destination for tourism.

In the case of South Africa, the "capital" is somewhat difficult to define. The problem lies in the government splitting various duties into various cities. Pretoria, for most intents, is the capital, because it is the city containing all of the administrative functions of government (President, Exec. Deputy President, etc.). Cape Town, however, is where the legislature (National Assembly and National Council of Provinces) convenes, and Bloemfontein is the seat of the Constitutional Court.
