He would have to whistle the old fashioned way, fingers below tongue. If that wouldn't work, he would probably have to take his clothes off and Streak.

Well, as you all may never thought this..all referees officiating a match have a spare whistle tucked under their sleeve. It is very unlikely the man in black will lose a whistle because it is the most important instrument he had ever carry.Beside, if he accidently swallow it it can be pulled out from the string attaching to the whistle!

It is the same regulations as all soccer/football games whether it is Olympic, World Cup, MSL, Youth, etc... There is a set amount of time for each half, it is none stop so extra time is added at the end of each half for all the stoppages of time whether it is substitution, injury, etc.. usually it is 2 to 4 minutes unless there is a major problem on the field.
