To play devils advocate... when you consider that 80 percent of New Orleans was under water, are we expecting too much too soon?

The simple fact about the "cleanup" in and around New Orleans is that from day one not enough has been done. There was almost no help from the state or federal gov't to help during the evacuation. After the hurricane there was practically no help for the survivors. The US Army can send forces anywhere in the world within 24 hours. How come it took days and weeks to get anything done for Louisiana.
There have been problems with the contractors who got the bid for work on rebuilding the city. The problem being misappropriation of monies, and huge amounts of money paid to fraudulent claims made by supposed victims of the disaster.
It seems to me that a lot of people are making out like bandits,
except for residents of New Orleans.

If I built a house in an area that was on a flood plain,and in an area that had a high likelyhood of having tropical storms,I wouldnt expect help rebuilding.I would realize that to build in that area is a dumb thing to do,so I would move elsewhere,like allot of other people did.New Orleans is practically depopulated,and I believe (or at least hope) it is because of that reason.Yes,I have compassion,and I also have deep pockets apparently to help rebuild again,and again peoples homes who shouldnt have been there in the first place.You want to live there? Great! I admire your spirit,but dont stick your hands in my pockets wanting a hand out when what you KNOW will happen happens. There was waste and graft as well,and some people wont want to admit this but I am going to let you in on a little dirty secret.The ones who were taking the system for a ride,and there are news reports galore to illustrate my point about this,are the ones who are BACK in N.O.Yes the effort was handled badly by government hacks, but what has been handled well by government in the last 30 years? The point is that these people wouldnt have had to worry about the government if they had been taught common sense,and personal responsibility. Katrina gave many a life lesson,but I fear very few actually learned anything from it.
