Communicating effectively is an art. It also takes time and effort on your part as well.

A great way to develop your communication skills - i.e. speaking skills - is to take a Speech Class or Public Speaking class at school.
Whether you're in High School or in College, most schools will offer such courses.
If not, you can check out the local Toastmasters club, where they do work on speech and communication skills, plus subjects that will help boost your confidence in a public arena.

Communication skills relate to many things, knowing how to listen effectively, letting someone know you have heard them by reiterating back to them what they've said, explaining yourself clearly & consisely so that people understand you, expressing your feelings assertively without being aggressive and also facial expression & body language is a form of communication. Also writing effectively is a communication skill. Toastmasters is for public speaking, sounds like you are looking to just improve the way you talk to people and interpret what they are saying. I assume your employer told you you need to improve your skills? If so they should send you on a course, or just do one yourself at a community college or something, just a short one for 1 night a week for 6 weeks or so. Whoever told you this should have advised you why you need to improve these skills as it appears you aren't aware there is any problem.
