i think that the war is very bad for developing democracy but america goverment thinks other.

If you think about it, the United States have came from war. Though the U.S.'s democratic ideals and structures came from their intellects and scholars, Thomas Jefferson, Benjamin Franklin, and etc. Who, as it seems, actually wanted power vested to the people. Corruption didn't seem to be a factor nor a factional separation of a struggle for power. The American Revolution was a war to let democrasy develop in the Americas though I don't think the American Revolution actually was the bases for democrasy (though the U.S. was a republic from the start)
I do think the bases of war isn't good situation to develope democrasy, I think it should be the people themselves. A major movement of one body, the people, supported by ideals and selfless actions and goals. If you think the Iraq War was just a horrible to set democrasy in Iraq, it might be right. Most people are none of what I listed, most are too religious (a religion based government isn't always the best, remember, seperation of church and state) and self-concerning, also in the region of desert and harsh climates, most people don't think of government while thy need to pay attention to were food would come from.
Also, the U.S. was based in an area where someone can support a family at the lease, where land wasn't a desert. Also, again, though some people think that the Founding Fathers of the United States were religious and strong Christians, it was almost the opposite. Most, again, Benjamin Franklin and friends, where realist (colonial American realists). They don't think God can create mircules, they see God as a clockmaker, he made the universe and it's man's job to keep it well. Leading that they didn't believe in Jesus, they also went to church out of "politeness".

Sorry, I might of threw in some facts that were unrelating though it just might help.

The "War from Within" not the "War from Outside" is what creates a chance for democracies.

Japan is an exception in WWII, as the defeat helped foster the environment for a democracy.

Israel is a tough case, because there are issues with the way it's being conducted. Also, when a country is established on religious bases, it won't become a %100 democracy, because it will be at odds with it's foundation.

You are right war is not good to develop a country by. But it happens to be the answer in many than no cases. Look in history and the stubborness of people all over the world no matter who has had to have war to change government. People get complacent and lazy and afraid of change, remember that.
And democracy is the best policy for any government to give the public an even shake. No dictators will ever give you or me a chance believe that if you believe anything in your life that is the truest statement ever. Take care and Good Luck

It seems that most answers within are confusing war and civil war. Also most of the countries mentioned as being democratized after WW-2 were democracies before it. Hitler for example was democratically elected so was Benito Mussolini in Italy whose electorals chose the Fascist Parties.
Democracies evolve only through the desire of the people who at times will revolt as it occured in our country, the US. Democracies are not imposed upon by fiat or by war. The right preconditions must exist before a democracy can be instituted.

After the WWII Germany, Italy and Japan , the defeated countries became democratic ones. This fact helped them develop their economies which are today among the ten most developped economies in the world. Their standard of living is also very high. I don't know if the same thing can happen with the islamic countries, where the mentality and religion are different.

Democracy allways begins with a war. What various is if the war was successful or not. Here is a list of countries that can be "loosely" called Democratic

2. Canda

7.South Africa (low level brush war, but still)
