hope ya didnt send a check, hope you used a credit card. if ya used a card, many companies have a protection plan now adays, then get a new card number. if it was a cash/check/money order, your 600 bills are lost.

your case is very vague and doubtful
1) how do you know whether the person is chinese?
2) why pay $600 for shoes?
3) what is the name of the person and the company?
4) country and city?

report them wherever you sold bought them through
if you didn't do it though some legit service though
you may just be flat out screwed
