I plan to go apartment searching in seattle rather soon. I'm out of state and looking to go to school there.

1. safety (which is safest)
2. cost (an idea)
3. close to denny way
4. friendly

I would not live in any of the area you mentioned.
Look in Magnolia and on Queen Anne Hill.

Here's the answer to your question:
1. Safest is Eastlake
2. U-District & Capital Hill are equally as cheap, although the cheap areas of Capital Hill are more seedy.
3. Capital Hill is closest to Denny Way
4. It's just my opinion, of course, but I think that Capital Hill is probably the friendliest, followed closely by the U-district.

U-District is full of students, can be a slightly seedy (some homelessness), but has great amenities that you probably won't find as convenient in the other locations.

Eastlake is a cute neighborhood, lots of character, more expensive and more on the trendy/uppity side.

Capital Hill has some great places and some really seedy ones. You will have to wait and get here to see what I mean.

If you are considering these areas, you might also try Lower Queen Anne, South Lake Union or Dexter Ave.
