in this sense, mutability of the past was the way certain things could be mutated in order to fit in with what the government wanted the populace to think. The government wanted a history that prmoted its own existance and way it did things it did. The way certain persons were erased from history--they never existed. Why? Cause Big Brother said they never existed--the past was mutated.
It was Orwell's way of stating the public needs to be informed--the root of that word being information. The public should have all the information, not just a mutated version of it. Sometimes this is true, sometimes it isn't. Too much information about certain things can lead to states such as panic and anarchy.

Also, to provide all the information: please keep in mind I read this book back in 1984--when I was 13 years old. So, it's been awhile.

The "mutability of the past" doesn't mean mutation or mute. It means that ingsoc could change the past by changing all records of the past.

Winston after all works at the ministry of information changing records for his superiors.

Consider this: you, like every other person, are who you are because of everything you have done, seen and experienced. The same is true of a society or group of people. Now imagine that someone could change your memories so that, for instance, you thought you were raised by royalty in England. It would change the way you think about yourself and how you behave toward others. The same was true with Orwell's Oceania. Their past, as recorded in books and newspapers and other media, was systematically changed, by Winston among others, so as to produce the behavior the ruling elites thought desirable.

Keep in mind that this dystopian nightmare was a socialist creation and perpetrated on behalf of "the people" and for their own benefit.

In George Orwell's dystopic novel Nineteen Eighty-Four, Ingsoc is the ideology of the totalitarian government of Oceania. Ingsoc is Newspeak for "English Socialism".

If you can write the history then then you can also control the future. "Mutability" as in keeping history mute from the people.

How do you know where you are heading without knowing where you have come fom?

It's one of the many forms of control that "Big Brother" has on the population.
