Most tourists are automatically given 21 days visa upon arrival in the Philippines. Just make sure your passport is valid for the next six months and you have an outward/exit ticket. Sometimes this is checked by the immigration officer.
Check Philippines Foreign Affairs website for visa concerns
http://www.dfa.gov.ph
If you want to extend your visa, visit the nearest Immigration office

no, if you are a citizen of one of the member countries of ASEAN
and I believe those members are as follows: Phillipines, Indonesia, Singapore, Malaysia, Thailand, Cambodia, Vietnam and Laos (but I am not positive you may want to Google that) you can enter with just your passport and get what is known as a "border pass". That means they will give you a stamp (visa) in your passport at the border immigration upon entry into the country as long as your passport is valid for six months. each country will have a different amount of time you are allowed to stay. You need to check that on each of the countries websites.

nope you don't need a visa in entering the philippines. but you are only allowed to stay for 21 days and if you want to stay longer you must get a visa from your local embassy in the philippines.
