As a general contractor, I will let you know that in all the construction trades, Electrician is the one requiring the longest period, and most formal classroom time in training.
Many things just from the practical end of knowing how to physically run the wire through your home , takes many months of on the job training for someone to learn the most basic of skills, and rewiring a house is anything but basic in the best of circumstances.
Planning circuit layouts and loads, complying with local and national codes, and material lists and supplies take a great deal of knowlege, and at the end, your power company will not allow your new wiring to be hooked up to service without being inspected, and in most cases requirements from permit offices in your local government will mandate a licensced electrirician to submit one line drawings and requests for inspections.
Although I understand your desire to save money, or just do the work yourself, in most cases, even if you could get help, you will still need an electrician to sign off on the job, and no one will if they didn't do the work. They can lose their licenses and be liable for fire or deaths.

On the good side, the wiring may be fine, and all you need is for an electrician to come in and change out old fixtures and outlets, a 'tune up' so to speak, and not really cost all that much after all.

You need to get some basic books on home wiring. Home Depot carries them and other big box stores would also. You will need some basic tools. You migh want to write down a list of questions as you study and hire and electrician to answer them and show you tips. Then you could step by step conqueor your problems.

wow do NOT try to rewire you home. If you have to ask this question, you have no business trying this. It is extremely dangerous and tedious.
