first of all the genocide in Rwanda, was recognosed by many of the western, countries especially france, us, canada and belgium (which incidentally was its former colonizer). the united nations was also involved deeply in that country, but it failed to take action at a crucial moment when the UN peace-keepers were withdrawn, when a request was made to increase the troop presence by about 3500 peace-keepers.

the primary reason why the genocide occurred was the lack of the interest and committment by the western countries, especially the US, which was relcutant to intervene after its experience in Somalia, where in its troops were killed and dragged through the streets of mogadishu.

as for the other countries, individual action by countries and awareness was indeed present in the western countries, but the third world was largely unaware of the events as they unfolded. so the key actors and countries who were aware of the events, were the members of the security council of the UN, i.e Argentina, Brazil, Czech republic, djibouti, new zealand, nigeria, oman, pakistan, rwanda (what a coincidence!) spain and of course the 5 permanent members.

the rest of the countries were aware of the situation as it unfolded through the reports presented by the secretary general boutros ghali, to the general assembly.

a similar inaction, by the western countries can be seen with the case of the situation in Darfur, Somalia, despite greater knowledge about the events occuring there.

Very sad and it is sad to say that it is still going on in Darfur. Research Darfur in Sudan and you will uncover a lot more information.
