Well to re build one, that first guy covered that, but to make it from scratch may be hard!
you would need a scooter looking thing with wheels.
you would then need to have a thing, so when your stoped but engine is running. somthing like a centrifical clutch. also a weay to mount it to this Scooter thing, a sprocket, and a sprocket on the wheel. a few controls for gas and if nessesary a brake lol
and your good to go. I did it once, had it all working but engine wasnt do very well to move me, I had a 3.5 hp lol
so I was able to do some things and I got a 60cc chain saw, now a chain saw enigne is uncomparable for scooter engines!
ahh I could go all day with this but I need to go to work and drive trains.
Good luck!

a grass trimmer engine will probably not be fast enough, unless your talking about a lawn mower but for a rebuild you will need a new air filter, oil, sparkplug(s) and depending on how much you want to do it it, gaskets, and some assembly lube, and some simle green or something else to clean it off

You can buy them in kit form on the net at about $180 it would cost more than that to build one
