Good question...
Generally when you can do something in safe mode that you can't do ordinarily it's because of a conflict with other components that are disabled during safe mode.
Trying to figure out which components can be a process of elimination. Are you on dialup, DSL, or broadband? Maybe a com port conflict?
Just go about it systematically with selective startup till you find the culprit. If possible get a nerd friend to help you sort it out. Two heads are better than one.

I had a similar problem that was caused by was a virus. As indicated in a previous answer, the virus had attached itselt to something that was not running while in safe mode. Try running a thorough virus scan while in safe mode.

some spyware programs don't run when in safe mode. Spyware browser hijack is when you are connected to the Internet but it acts weird as if you cannot cone ct or only connects to a page that sales something. You may be connected but you have spyware. to remove it you can use:
