is it like ultrasound? where you have low frequencies penetrate better than high frequencies?

Generally speaking, higher frequencies of EM radiation penetrate better (they are more energetic; E = hν). However, this is a gross over-simplification - it depends on what substance you're trying to penetrate. Different substances are (more or less) opaque to different frequencies.

For the most part yes frequency is related to penetration. As an example Gamma radiation is the highest level of frequency on the order of 300EHz and has the energy of 1 MeV. As a result it has one of the highest level of penetration from all the frequency's
