how come i cant take the quest of the warsong?

i am plying h,and i got 12 warsong mark of honor already,but i still cant return it..is it must be lv20??thx....

If you are referring to WoW, since one of the latest patches you can no longer turn in marks for experience or as a quest reward.

You use them and honor gained to buy armor, weapons, and other gear from merchants! :D
