I don't think so. It sounds like a pretty lame thing to laugh at. I'd probably laugh if you came to work and your pants were so big that they fell down and you were standing there in your underwear (especially if they had brown streaks in the back).

No, that would just be rude and catty.
Do you know a friend with a sewing machine or are you handy with needle and thread, if so just bring them in where they are too loose, I've had to do it a few times in the past.

No. Perhaps they either cannot yet afford properly fitting clothing, or perhaps they have been going hungry. It is also possible that they lost weight recently.

I would just be kind to a new worker, and welcome them into the workplace.
