Because there is widespread discrimination against African Americans and women in the private sector. Black women get a double dose of this bigotry, and therefore have limited job opportunities.
Unlike the private sector, where hiring is often governed by nepotism, favoritism, racism and sexism, in the civil service field hiring is done based on MERIT and FITNESS.
In other words, the postal service hires the best applicant for the job, irregardless of color or gender. And when given an opportunity to compete based on ability and skill, Black women are more than capable of holding their own.

I'm english but lived in America for a while and have been a frequent visitor since and have never encountered this problem with Black or white some Asians occasionally, and i have had to use customer services from time to time. Maybe it's the english accent i have noticed quite often after speaking people will kinda stop what they are doing and say hey your english ain't you and start chatting quite pleasently. So no I don't think you can stereotype Black women for this

Actually, black women do not make up the majority of workers.
Using the data from the link below, it appears that women are 38% of the USPS workforce and minorities are 36%. The percentage of black women in the USPS is reported as 10%.
I cannot attest to the accuracy since I have seen some figures from the government I find to be unrealistic.

That is a broad brush to paint a picture.
You must live in a black community.
Every one in my county is white, I think, about 30 empolyees.

im sure oppression within black community and either being discrimination in job hiring process or being unqualified for other jobs has something to do with it...ive never seen one thougth.
