Government laws always supersede state laws, so they don't, exactly. Any laws not in the Constitution or federal laws are left up to the states. That's why laws in one state are no uniform with another state.

As far as why, well, sometimes different types of people live in different states, and laws that work for Vermont don't always work for Arizona.

It would be surprising if one cookie-cutter set of laws would fit different peoples with different cultural values, different geography, different problems.

because we created a republic with separate states. it could have been different, but then some fool would ask why it was that way and not this way.
