I know this is not what you want to hear, but at any institution, this is called "academic dishonesty." It is not technically plagiarism.
Why do "extra" work?
Because each professor wants (and expects) you to do research and reading specifically for his or her class, in order for YOU to benefit from the course. The work is not "extra," it is required for the class.
Besides the fact that you only cheat yourself out of an actual learning experience by wanting to weasel out of writing a required research paper, at most universities, this is a punishable offense.

If you are turning in a paper for credit in two courses, you are self-plagiarising, which means "reusing your own work that has been submitted previously as an assessed item for another course" (Google definition).
You may find the same reference materials useful, but if academic honesty is a value you hold, you need to create an original paper from those materials.

Should be fine, but you will always learn more by doing the extra work. Is your goal to learn more or just to meet the requirements. I recommend that you try to improve what you did last semester. You may surprise yourself by the change or please yourself that it was pretty good in the first place.

You should check out your school's honesty policy (or honor code or whatever). I'm fairly sure my University considers such a thing plagiarism.
