the hard drive, floppy drive, cdrom and dvd burner is out of my old computer and they work ok.

Because you didnt build it right! Its shutting down because something is wrong! Post exact details on what your system does including any beeps you mite hear!

Check the cables from the case to the motherboard. Those cables include four wire speaker cable, hard drive power on.
Reset among others. It is ease to make a mistake in this area.
Verify that one cable is not one pin off.

Did you put thermal grease on the CPU? Does the CPU have a good fan on it? The most common reason for a computer turning off almost immediately is that it does not have sufficient cooling for the CPU.

Also listen for any beep codes and double-check all your cables.

Make sure that nothing is shorting anywhere cuz that can make it shutoff. I had that problem on the last computer I built. Turns out one of the screws was touching the mobo without a washer.

Also, make sure that the processor is installed correctly

check ide config ide 0 hd with cd/dvd hd master cd/dvd slave ide 1 hd slave cd/dvd slave,check power cables seated correctly
