Miami Vice would be cool, and very easy to do. M.C. Hammer would be funny; could you even find those pants at thrift stores? *shudders*
He could also go punk or new wave; from simple Sex Pistols ripped stuff to all-out Culture Club, depends on his own style (and how gung ho he is). Any kind of Hair Metal (Van Halen, Scorpions, Twisted Sister) screams 80's too.
A friend of mine dressed as Mr. T, complete with the shaved/mohawk hairdo, "gold" chains and cammo! But Magnum, P.I. (hawaiian shirt, cheesy mustache) would be easy to do....
Hope he has fun!

He could wear jeans with the bottoms of the legs folded over and rolled tight, cross trainer tennis shoes, an Adidas sweatshirt, British Knights cap and a gold chain.

Yeah, cool, but if you could find the pants with the whacky neon desings on black, or the blue and purple leopard kinds, get him to make his best friend think they're cool, and see what happens.
Adidas is in again... so that might be an easy one, and something he could feel good about wearing again. And CHAINS! Do yo chains hang low?
Gots to know the song, Mom. My kid's twelve, but I do occasionally catch these ridiculous things on the air myself...

Madras plaid pants and alligator shirt.
straight leg jeans with shirt tucked in (GASP!) and shirt is a western style plaid with snaps instead of buttons.
3 piece suit - vests were really in (think Ron Reagan)

"Pegged" jeans (where they were folded in to be tight around the ankle, then rolled up to be a little to short, no socks, loafers, a pastel t-shirt, button down shirt with the collar up, a blazer with the sleeves pushed up.
Sigh, I miss the 80's!
