It is not at all clear why Chavez is such a fool. He seems to think that Castro's Cuba is some sort of a gift to mankind, notwithstanding the fact that under the Castro regime the Cuban standard of living has fallen from one of the highest in Latin America to the lowest.

Because he is trying to divert attention to the fact that he is screwing the people of Venezuela. He is trying to blame America for every problem in the world, much like muslims blame Jews for the evil things they do to each other.

Its whats good for his "voter" base, assuming he doesn't rig everything. He is appealing to a segment of his society-increasing his popularity allows him to do more without interference. Can't hurt to appeal to the lefty America haters as well, huh?
