Yes you can, Sprint as well as Verizon offer a service or you can purchase a wireless card to go inside of your laptop. Wireless card @ Dell.

You would have to be around a wireless router, someplace. It could be in a restaurant, or a coffee shop, or you might be able to pick up a signal by driving around in a car, if the owner did not lock down their signal. Lots of people just try and do that all around, just to see if there are any open signals. If you see someone parked by your house, and your router is not secure, they sure as heck can pick up your signal It depends on the range of the signal, weather you will be able to connect or not.

All the major Cell phone providers have a wireless card that you plug into your laptop
Which will give you wireless internet where ever they have a signal
the price per card and the monthly plan rate differs with each provider so comparison shop before you settle on one.
