This question cannot be answered.

The concentration of the REACTANTS (the starting components that are being put together) is higher before the reaction commences.

The concentration of the PRODUCTS (the final components that you are making with the reaction) is higher after the reaction is complete.

If there are components not involved in the reaction, then their concentration doesn't change with the reaction, and so it is the same before and after.

So, the question has to tell us the concentration of WHAT, before it can be answered meaningfully.
