It was called "Dastardly and Muttley in their Flying Machines". It was a spin-off from Wacky Races.

Although they originally appeared in Wacky Races I think you're referring to the spinoff called Dastardly and Muttley in their Flying Machines. That's the one where they were trying to capture a pidgeon.
