Because the government makes money from cigarette taxes and since so many people are already hooked. People who are adicted would not entirely stop smoking and some would go to desperate measures to get cigarettes. For better or for worse, smoking cigarettes will always be legal.

i at times drive a race car at + speeds of 210 mph. some would
consider it dangerous, but as long as i keep my butt on the track
it's o.k. as far as the fans are concerned. i fly questionable test planes, so far i am unscathed. i work with machinery that would crush a human like a bug, i do everything with the full knowledge
of what the consequences could or can be. smoking is dangerous, in any form, but it is still a legal product.
people should be allowed to chose their own destiny.
if they want to slap a wall at 200mph or to choke to death
on cigs that's up to them. and just as a foot note:
tobacco is a MAJOR cash cow (Lot's of money) , which holds a lot of power. so they may ban it's public exposure just don't count them out.

People! WAKE UP!!! This is suppossed to be a free country! Why do you want big brother to be watching?? It's already bad enough! Smoking?? Is there any free will???? Government conspiracy!?!?!?

Realistically, you just can't ban everything that's a dangerous activity. People would die (literally!). Drinking water is potentially dangerous, because you can die from water intoxication. Walking it dangerous, you can give yourself a heat stroke, or die of dehydration if you don't drink enough water (etc).

Just because you make it illegal doesn't mean people will stop smoking. Then how are police going to enforce it, they don't have that kinda power, it take more money and resources.

Because at this point in time...we still have the fredom to choose.

Whether it is good or bad...it is still a personal choice.

But I am sure that people will change that.

mostly money, but alcohol is legal and dangerous too, so is driving, having sex... but all these things have age limits.
