Over the years I've occasionally had friends that I liked at first but then they started to get on my nerves alot or talked behind my back or developed some kind of unwanted erotic attraction to me or whatever. I could never come out and tell them I didn't want to be friends with them anymore. Ignoring them and being bitchy to them always worked.

Oh dear, let me tell you, I've been in this situation one too many times because I've attracted some bad friends through out my lifetime. There is no way you can NICELY say you don't want to be friends anymore. The best thing I found was to slowly stop hanging around that person. There was this one girl I was close friends with a few years ago, and she was not a good friend to me so I stopped calling her. I mean, me and her got busy with our own lives so we slowly sort of drifted off. I'm sorry, I know its not the best advice but I dont know what else to tell you. Good luck.

If you don't want to be friends anymore I wouldn't say that person really is your friend. Probably just someone you know who you used to be friends with.
How to tell this person that you don't want to hang out with her/him anymore would really depend on the situation.

DO what I did when my ex was causing issues with my woman and I. I told her that her actions are unacceptable and because of these I will no longer be able to talk to you as you cause to many problems in my life to be around you. I will be better off without speaking or being around you. So ask them to respect your wishes and that its for the best and its time to move on.

well if the friend didn't do anything to you why would you not want to be friends.. any ways maybe say " i think we're growing apart" or something ( i can't think of anything else with out sounding like your breaking up lol)
