1. Ear Muffs and Ear plugs.

2. Time, That is reduce the exposure hours that a person is subjected to the high noise level.

3. Enclosure, with a sound proof materials, of the persons so as not to expose him/her to noise source, or enclose the noise source so as not to expose the person to the noise.

1) Leave the environment.

2) Eliminate the noise.

The point of meditation is to seperate yourself from your surroundings, calm your mind etc. The result of meditation is that the world seems to slow down around you. You are better able to deal with existence. Then the noise wouldn't matter, because you could learn to tune it out. Just like I have to with my wife who never shuts up.

Use sound insulation to stop the sound at its source.
Wear ear protection.
