Japanese originally, fish get into waterways when people flush them or let them go when they dont want or need them anymore.

Are they Native to NJ? No.
Could They live there? Yes, if they had a big enough place.
Keep in mind that Koi get to be upwards of 36" long, so they need lot's of space (at least 200gallons)

Originally Japanese, and expensive ones still come from Japanese breeding stock.
The majority of cheaper Koi come from Israel these days
